Do you have any analysis by weather — temperatures and rain? Crime is always up in the spring just because the days are longer and the weather is nice. Not suggesting that that is the only factor but for years it has been A factor.
I think pedestrian traffic does tend to deter things because there's more potential witnesses (though it also means more targets and some criminals are pretty brazen) but with so much of the violence happening very late/after Midnight there's a limit to how much foot traffic there could be.
