This was very interesting. I would add that one reason the Mayor remains popular, is that for all practical purposes the citizens see any possible replacement as being much worse. Mismanagement by the current mayor is better than a mayor who actively seeks to destroy public safety.
That one of Appaih’s goals was to better understand the criminal legal system in DC isn’t very surprising. Her only relevant experience prior to becoming Deputy Mayor was as a staffer (in various roles) at DYRS. But it speaks to the lack of depth and expertise in the Bowser admin, which has been a consistent problem.
